Thailand's 2026 welfare-card round failed 9.3 million of 18.8 million applicants, then relaxed rules the government said might have failed people who deserved help. The review reached the 5.0 million who appealed, and 1.75 million of them got the card. The 4.3 million who did not appeal were not part of it.

On 30 September 2026 the Finance Ministry said 1.75 million people would receive a state welfare card after all. They came from the 5,011,678 who failed the first screening and asked the Ministry to look again: about one in three.

4,302,575 people also failed and did not ask. The review did not cover them.

What the card is

The state welfare card is the Thai state’s means-tested benefit card. The Finance Ministry runs registration. The Committee on Pracharat Welfare for the Grassroots Economy and Society sets the rules, and Cabinet approves them. The money comes from the Pracharat welfare fund. For the 2026 round, the government has put the cost at no more than ฿42 billion in fiscal year 2027.

A cardholder receives, under the Ministry’s published terms:

  • ฿300 a person a month for essential goods at designated shops (for October 2026 alone, Cabinet raised it to ฿1,000);
  • ฿750 a person a month for public transport, across eight kinds of bus, train, songthaew and boat;
  • ฿80 a person every three months off cooking gas;
  • up to ฿315 a household a month towards electricity, and nothing if the bill goes above it;
  • up to ฿100 a household a month towards water, and nothing if the bill goes above ฿315.

Two of the five benefits stop entirely at a line. A household that uses a little more electricity than the ceiling loses the whole subsidy, not the part above it.

Who was allowed to register

Registration ran from 4 to 21 June 2026, and it was not open to everyone.

Existing cardholders from the 2022 round had to register again to keep the card. New applicants could register only if they were already listed in one of two government databases as of 29 May 2026: the Community Development Department’s basic-needs survey, or the social development ministry’s electronic family logbook. Field officials registered those people; bank counters took only existing holders. Anyone in neither database was told to seek help from the social development ministry instead.

The field officials then found more people than the database route had brought in. During the registration period, the Interior Ministry reported finding 5,383,393 more vulnerable people without a card. Cabinet added them to the screening on 14 July.

The final register was 18.82 million people: 12.70 million existing holders, 0.74 million from the two databases, and 5.38 million found in the field. The field survey brought in more than seven times as many applicants as the database route did.

The test is a set of registers

The application asked for very little. The registration steps the Ministry published collect an identity number, name, date of birth, card code and a phone number. Eligibility was then checked against other agencies’ records.

To qualify, a person had to be a Thai national aged 18 or over with income of no more than ฿100,000 a year. They also had to pass a list of tests, including these, each of which corresponds to someone else’s database:

  • financial assets — bank deposits and the savings certificates sold by state banks — of no more than ฿100,000;
  • credit lines of no more than ฿100,000 in total at the national credit bureau;
  • no credit card;
  • no vehicle, except one each of a motorcycle up to 300cc, a three-wheeler, a small four-wheel taxi or a farm vehicle;
  • property limits: a condominium of no more than 35 square metres, a house plot of no more than 25 square wah, and total land of no more than 10 rai for registered farmers or 1 rai for anyone else;
  • not a student, a civil servant, a pensioner, a partner or shareholder in a registered company, a holder of a securities depository or bond account, or a person paying ฿12,000 a year or more in life-insurance premiums;
  • not a child or spouse for whom a taxpayer claims a tax deduction.

This round tests each person individually. The 2022 round also looked at the household. It also added, for the first time, the tests on credit lines and vehicles and most of the exclusions: students, company partners and shareholders, securities and bond accounts, life-insurance premiums, and dependants claimed for tax.

The Ministry has named the agencies that check the qualifications. They include the Department of Land Transport, the Department of Business Development, the Bank of Thailand, the securities depository, the insurance regulator, education agencies and the agricultural bank. A person’s circumstances were read from their records.

The first result, and the corrections

The results went live on 17 July 2026: 9.51 million of the 18.82 million had passed. 9,314,253 had not.

The rules then began to change. The government’s own explanation was that some records did not show how well-off a person really was.

Before the results, on 14 July, Cabinet dropped the rule excluding parents whose children claim a tax deduction for supporting them. It also stopped counting farm loans in the credit test.

After the results, the committee listed cases it wanted corrected: cars more than 20 years old and motorcycles more than 15, vehicles sold but never transferred at the registry, people whose names had been used without their knowledge to register a vehicle, learners in non-formal education, partners and shareholders in community and social enterprises, and dormant investment accounts.

On 22 September the government set out the revised criteria. Old vehicles would not count unless valuable or collectable. Securities or bonds worth no more than ฿5,000 would not count. Social and community enterprises would be exempt, and certain vocational and adult learners would not count as students. Restructured farm debt would be separated from other debt, a community loan signed by a mosque representative on the community’s behalf would not count against the representative, and credit guarantees with no debt outstanding would not be counted as debt.

Only if you asked

The correction had a door, and the door had a deadline.

Anyone who failed could ask for a review, originally within 15 days of the results. The window was extended to 31 August. A person who wanted a record fixed also had to contact the agency that held it, by 20 September. The Interior Ministry set up one-stop service points at district level across the country to help.

By the close, 5,011,678 of the 9,314,253 who failed had appealed. 4,302,575 had not.

The government’s 22 September statement said the revised criteria, subject to Cabinet approval, would be applied to the 5,011,678.

On 29 September the committee approved the review-round results, and on 30 September the Ministry published them: 1.75 million of the 5.01 million passed. That brings the round’s total to 11.25 million, which the Ministry gives as a rounded figure. The Ministry also says the round found more than 2.66 million additional low-income people in genuine hardship. That is a real result, and the article does not dispute it.

The review round was, by definition, a review of those who asked. No statement says the 4,302,575 were re-checked against the revised criteria, and no result has been published for them.

About one in three appellants passed on review. That figure cannot be carried across to the 4.3 million. Appellants chose to appeal, most likely because they thought they qualified. How many non-appellants would have passed is simply unknown.

The Ministry has offered those who failed the 2026 round a different door. Between 1 and 15 October they may confirm, in the Pao Tang app, that they want to join a separate scheme, Thai Chuay Thai Plus, subject to that scheme’s own criteria. Under the Cabinet decision of 22 September, the state pays 60 per cent of purchases at participating shops until 30 November, up to ฿200 a day and ฿1,000 a person in all. The Ministry also says it is working with the social development and interior ministries so that help is matched to need in tiers. Those are real commitments. They are not the card, and the first of them is again something a person must apply for, on a phone, within fifteen days.

What this adds up to

This site has a finding it keeps returning to: a protection you must qualify for will be missing for whoever most needs it. The 2026 round adds a second layer to it.

The qualification is performed by matching registers. Where a register is stale or wrong, the result is an exclusion. The committee’s own list of corrections shows how many ways that happened: an unregistered sale, a stolen identity, a car more than 20 years old, a near-empty investment account.

The remedy for a wrong register was another application, with a deadline, plus a visit to whichever agency held the record. It worked for 1.75 million people. It reached only the people with the time, the knowledge and the reach to ask for it.

The Ministry can say exactly how many appellants got through. It cannot say how many of the other 4.3 million would have, because the correction was never pointed at them.
