There is a phrase that riverside communities in Thailand’s Mekong provinces use, and it is one of those cases where ordinary people named a phenomenon before anyone explained it to them.

น้ำใส — clear water. The river running blue and clean.

It is not a good sign. It is close to the worst one.

A river that runs clear is a river that has lost its sediment. Sediment is not dirt — it is the nutrient load that feeds the whole system, that fertilises floodplains, that builds deltas and that supports the fish. When the Mekong runs clear it is not clean. It is empty.

Sharp and unusual water fluctuations, along with clear blue water, have been reported along stretches of the Mekong across seven Thai provinces.

The scale of what’s at stake

The Lower Mekong Basin holds the world’s largest inland capture fishery. Total catch is estimated at 2.3 million tonnes a year, worth in the region of US$11 billion.

That is not a conservation statistic. That is the protein supply and the cash income of tens of millions of people, delivered by a river rather than by an industry.

And the projections are bad.

Some of it has already happened. The economic value of the Mekong fishery fell by about a third between 2015 and 2020. In Cambodia’s Tonle Sap — the system’s biological engine — fish populations fell 88% between 2003 and 2019, with some species down 90%. Reverse flows into the lake are down 40–50% since 1998, with projections of a 69% decline by 2038.

Thailand’s specific position

Here is what English coverage of the Mekong generally misses, because it is usually written from Laos, Cambodia, Vietnam or a foreign NGO office.

Thailand is the middle-river country.

It is not the source. It is not the delta. It borders the Mekong along seven provinces of Isan and the North, and its communities live off a flow whose volume and timing are determined largely elsewhere — by dam operation upstream and by extraction, sand mining and infrastructure downstream.

In February 2025, sudden upstream releases raised the river by 0.50 metres at Chiang Saen. Half a metre, arriving without the seasonal logic anyone’s grandparents could read.

The loss isn’t only water. It’s predictability.

The Mekong’s productivity depends on the flood pulse — the annual rise and fall that spreads water and nutrients across floodplains and triggers fish migration and spawning. A regulated river is a steadier river, and steadiness is precisely what the ecology cannot use. A fisherman can adapt to less water. He cannot adapt to a river that no longer has a season.

What I am not going to say

This is the part where a lot of writing on the Mekong goes wrong, and I’d rather be useful than satisfying.

Attribution is genuinely contested and I am not going to resolve it in an article.

Drought and climate variability are real and significant. Dam operation upstream is real and significant. Sand mining — much of it downstream, in Cambodia and Vietnam — deepens riverbeds and is a major independent driver of sediment loss and flow change. Local extraction, tributary dams and land use all contribute.

Analyses produced by international NGOs, by basin governments and by upstream authorities differ substantially, and each has an interest. Anyone telling you the split is settled is selling something.

What is not contested is the direction: less sediment, less predictable flow, fewer fish, and communities in seven Thai provinces watching a river they can read stop being readable.

I’d rather publish that with the uncertainty attached than pick a villain and be more quotable.

The institution, and who isn’t in it

There is a body for this. The Mekong River Commission, established under the 1995 Mekong Agreement, with Thailand, Laos, Cambodia and Vietnam as members.

China is not a member. It participates as a dialogue partner.

So the basin has a river commission that does not include the country at the top of the river.

Article 81 described Thai traffic fines going unpaid at scale because two government databases weren’t connected, and I wrote that a rule you can ignore isn’t a weak rule, it’s a suggestion in an official font. The same sentence works here, one scale up. The Agreement has notification provisions and consultation processes and no mechanism that binds the actor with the most upstream leverage.

And article 76’s problem compounds it. A river basin needs a fifty-year institutional horizon. Thailand’s constitutions have averaged four years and three months.

The third thing happening to Isan

Now put this next to what this site has already established, because it is the reason the article exists.

Article 65: primacy pulled a quarter of Thailand’s population into the Bangkok region, and Isan supplied a large share of it. Article 33: the average Thai farmer is 58, and the under-40 share fell from 48% to 32% in a decade. Article 93: Isan’s music — the most-streamed music in the country — is overwhelmingly about leaving, missing home and sending money back. Article 78: ten million public transport trips in four days at Songkran, majority-bound for Isan, because that is where everyone’s parents are.

And now the river.

The region that already lost its young people to Bangkok is losing the resource the ones who stayed depend on. Not to Bangkok this time, and not to anyone in Thailand at all — which makes it the one problem on this list that no Thai government could fix by deciding to.

That’s what being the middle-river country means. You get the consequences of two sets of decisions and you’re in the room for neither.

What would actually help

Data, published, in real time. Flow monitoring exists and dam release notification is patchy. A published, independent, real-time flow record for the whole basin would not stop a release, but it would let a fisherman in Nakhon Phanom know one is coming. Article 80’s argument again: publish the number and the asymmetry drops.

Bring the upstream actor inside the institution properly. That is diplomacy far beyond this article’s competence and it is the only structural fix.

And count the Thai losses. The ฿ figures for Thai riverside fishing and farming income don’t appear in the international literature, which is written in dollars about the basin. Nobody has priced what the Mekong is worth to Thailand specifically, and until somebody does, Thailand negotiates without a number.
